As to your running 98 octane. Wings of all years are a low compression motor so no need for hi test fuels.

Yoy have to totally strip down the carbs and remove ALL rubber parts inside each of the carb bodies and either ultrasonic clean or boil them clean. Spray cleaner alone will not clean any of the hardened gunk in the tiny fuel ports in these carbs. http://www.randakksblog.com/old-school-carb-cleaning-...

Rebuild all the carbs at the same time. Buy a Randakks Master carb rebuild kit. They are expensive for a reason. Many use the cheap kits and get the results you have, Cheap kits come with cheap float valves. Honda float valves and the Randakks kit are the only float valve and kit to use if you want ...

1100 doesn't have an electric pump. 1200 and up yes.

Yes if the floats stick open it can drain the tank into the cylinders and into crank case (eventually)

As to too much oil, it will foam if too high and not properly lube the heads/cam bearings and cook them.

With plugs out, spin motor over with kill switch off and see if liquid comes out of plug holes. Caution put rags over plug holes as if liquid squirts out it shoots far.
If liquid comes out you probably have a blown head gasket.

It could be both brake switches are dirty and need cleaning or replacing, or it could be the rear switch is stuck on so the brake lights are on all the time. You'll have to play with the switches with a shot of wd40 first to loosen them up, working the switch by hand multiple times followed by a sho...
