Yes, I ran a ground wire from the rack to the frame. Range, hmmm.... I guess I never really tested it to find the limits. It hits the repeaters when I want to. I'll have to switch to simplex sometime and test it out.

Do not waste time and money on Comet antenna. Broke several and they have useless warranty and worse customer service. So I have used this approach a couple times. I have a trailer hitch which actually makes this method a bit easier. I can gently lift on the hitch with a floor jack to check things as I go up. Once its up a few inches I use a jack stand to watch. The bolts have to be all the way out to clear the bags...

I agree that most CC problems originate with the brake/clutch switches. Could well be the levers are a bit sluggish. Does the CRUISE SET light come on? If not, I would focus my attention here.
