No. How did you come to that conclusion ?
Even before the reserve light comes on, you should be hitting near 5 gallons.
6.3 gallons including reserve.

If you have an aftermarket alternator, most likely of Chinese origin, inconsistencies in the diameter of the alternator would be suspect.

Under vacuum, or under pressure ? I would think pressure would be much more common than vacuum. Engine heat will generally heat the fuel, causing it to vaporize and generate pressure. I use Mothers Back to Black on all the plastic and vinyl. It is not a tinted or colored treatment. It just brings back some color and luster to the black. Also good on the seats.

That's fascinating. I don't think I've ever heard of mileage being effected to that extent due to tire/s. Are you sure that nothing else has changed, like overall general temperatures ? Interesting info, if accurate.

It could be either one. If you're saying you can jump start the bike, and then drive for an unlimited period of time, it would sound more like a battery issue. I think 1998 was the first year they were turned on constant by the factory. Previously, most folks had to fool the relays into thinking both turn signals were on constantly.
