it sounds like a fuel supply issue based on your description, I would NOT think its a carb issue, I would be checking the fuel tank vent, if it is blocked then you will get the problem you describe, it could also be a blocked fuel filter. I can confirm the freewire works with the CB, you have to push the transmit button on the handlebar (exactly as you would with a wired headset), when you want to transmit using the CB, but it all works correctly.

I think if there is any confusion, it is just because the cornering lights use twin filament headlight bulbs. I think we are all talking about the cornering lights..

As stated, these intercoms will only pair with 2 other devices, hence my suggestion you pair your phone and another intercom, you have paired with two phones. You will need to drop one of the phones to be able to pair with your Torc.

As suggested it sounds like your gas tank is not venting correctly, I would try riding it until the problem appears and then open the gas filler cap and see if it suddenly starts running correctly.
