Kind of unusual that both the low and high bean would be burned out at the same time. You have to take the headlight assembly out to figure it out so once you have it out change the left and right bulb and see if the bulb is really burnt out or you have another problem. Glad you found what the bike really is. And all SE's do not have 2 tome paint. My 97 Pearl Saphire didn't. MOST SE's had 2 tone paint

My '94 is definitely an Aspencade, but it has the same CB controls you have pictured. I also have the trunk spoiler, rear speakers, lighted handlebar controls, fader knob, and foot vents. They need to be changed, I have seen people saying the same thing about tires. The tread is good, but if the bike is 12 years old and only has 5 or 6,000 miles on it sure the tread looks good but age is a factor.

They do not come with an OEM alarm, but maybe the previous owner installed one.
When you let go of the throttle it will snap back to idle position, so it's like shutting it down, the faster your going at the time the more it will drop

Most 88 & 89 wings has a dead spot off idle. You can buy a trigger wheel to advance the timing, do that when you change the timing belts.

Everything you have on your bike shows that it is an SE
The SE came with a CB so the CB controls on the SE are different from the added CB control that you get when you add a CB to the Aspencade. The SE CB controller has a knob on the fader knob on the side for the radio front/back speakers.

Fader control.. I had an 07 Vulcan Nomad1600 Great bike, I loved it. The only thing I ever heard bad about it is that the cam chain will stretch and needs a tensioner installed.

IF, a tire has rain sipes in the tread, there is only one proper way to mount it, in the direction of travel as marked by the manufacturer. +1 on that, it would be a long shot BUT you ever got in an accident and the adjuster found out the tire was mounted in the wrong direction they would have a go...

As everyone has said, when you change them use the metal ones. If you just put new tires on and have the old stems and the keeper you will probably O.K., you hear of the stem failing but not very often. I have heard of someone that changed the stem without removing the tire,

The ACC fuse is only 5 amps. Use a connection straight to the battery to power the air pump. Start the bike when you use the pump as not to run the battery down.
