Run the compression test again with the throttles open. If all the cylinders read roughly the same (130 is very good), don't worry about the teaspoon of oil in the cylinders. I would suggest you first try bleeding the front brake, although if the bike has been sitting for a year, it may be prudent to strip the calipers and check/clean the pistons and replace the seals as well. Definitely metric. According to the parts list it is an 8 x 70 (8mm thread 70mm long).

Re-reading your first and last posts, am I correct in assuming that the starter spins but the engine doesn't? If so, the problem is that your starter clutch (sprag clutch) is sticking.

The right bank (#1 and #3) are fired from different coils, so likely not coil related.

So I went to check timing on the 81 GL1100 today and was greeted by a shower of oil when I removed the cap to see the flywheel. By all means, remove the fuel pipe from pump to carbs and place the end in a jar. Crank the engine, with petcock on, and you should see regular spurts of fuel coming out. If your gauge is still showing 1/4 full and it's totally disconnected, the needle / mechanism in the gauge itself is sticking.

If you're running tubeless tyres, then yes, I would say the tyre is not sealing on the rim properly. Ideally the tyre should be removed to check/clean up the rim and refit the tyre.
