Interesting idea. Glow-in-the-dark tape on your wheel rims, then little high-intensity LED pods mounted on your forks, pointing at the tape, to make it glow:

That said...you could probably do it yourself with some glow-in-the-dark paint and your own LEDs for about 1/10th the price.
