Reminds me of years ago when I stayed a summer in Uganda, East Africa. Each town had speed bumps to slow you down as you came into the town on the paved roads. The police would sit in chairs by the speed bumps and if they thought you didn't slow down, they would shoot your tires out to stop you for your ticket.

Just shows how these post colonial African countries have improved, now they have shaken off their imperial oppressors. And South Africa is the best of them, for now.
