Don't touch that wire to ground,it's hot.
The horn circuit provides 12 volts to the horns and the other wire goes to the handlebar button.Push the button to ground it to blow the horn.
With this information, whatever you were bolting back on has most likely pinched a wire.
The horn is fed by a 15 amp fuse and goes to the pushbutton switch on a light green wire.
To find the short, either inspect the harness or substitute a light bulb for the horn and work your way from the button back.

At least they keep all the colors the same.which brings up a point.the horn wire is light green and the ground lines are dark green.plug on the lite green to the dark green it will blow the horn all the time the key is on.

Spraying wd40 fixed the horn blowing all the time?was the button stuck in?
