Trailer painting

I have a new never used Harbor Freight Tag-a-long trailer. I would like to paint it but have been told that paint will not adhere well without some pre-preparation. What do I need to use and/or do in order to paint the trailer. I do not want to paint the entire trailer, only portions of it. The surface is not smooth but is slightly “pebbled”.

Here is the finished rattle can paint job.
I read an old (really old) post about someone doing this type of paint job.
He said he did nothing to pre-prep except thoroughly clean the surface and that it turned out very well.
I figured....go for it. I think it turned out pretty good. Took 5 cans of Rustoleum for plastic.
