Have finished with the head replacement , timing and carb synch(also replaced the air flow control valve). Can't get the bike to idle and when I inspected the plugs they were badly fouled( kind of black and oily looking), they were clean and gapped when I put them in. Am considering repulling the carbs and doing a complete rebuild but would consider any other solutions or suggestions before I do this. Someone suggested the K+N air filter was over oiled and this could be both the problem( bad idle) and the source of the plug foulling. Any thoughts or suggestions greatly appreciated.

You could run (not ride) the bike without the air filter in place and at least eliminate that as a source of the plug fouling.

You can run it around the block without the air filter after you clean the plugs. and see how they look. If you end up pulling the carbs make sure you get the float height right.
