Axle holder nuts

I am looking for a little help on a couple of things.

I have a 78 GL1000. Have mounted a new tire on front rim, and would like to know correct sequence (if there is one)
for tightening the four axle holder nuts on each side of the front axle and what the torque spec might be?

The two on the front then the rear.

Torque (as per the GL1000 service manual) is 13-18 ft-lbs, starting with the forward nuts.
