78 GL1000 turn signals

I can't get my turn signals to flash. I removed a Vetter Windjammer from my '78 GL1000 and wired up LED stalks. Before connecting, and afterwards, the turn signal light on the dash lights solid (no flash) and with the turn signals connected they light dimly, no flashing. I replaced the flasher relay with a new one that can operate lower load LEDs, to no avail. I get 12v to the flasher relay, and 12V out the other connector, until I turn on the turn signals, then it drops to 4.5V. I checked all connections and grounds and they're good. Fuse is fine and I'm getting 12V to the relay as long as the bike key is on.

Any suggestions?

Does it do the same with the bike running as opposed to just the key on.

Yes, same when running. Solid on, no flashing even with new flasher unit.

Had the same issue on my 1978. Both turn signals we're working but came on solid when turned on. I found the two wires running to the flasher unit were reversed. Simply reversed the order and viola! Try that and see what result you have. :)
