Well I can't come up there but I can pass on some advice from my previous experiences.
First off, I hope you got a good Vetter mount with the fairing. If not try to find one from a freind or eBay. I haven't seen a homemade mount yet that didn't eventualy break.
Second, these mount to the frame with hose clamps. Here I reccomend looking at the clamp casefully and see where it was made. I use only U.S. made clamps here. The ones from China tend to break. Put them side by side and you will notice the Asian clamps are thinner guage steel. I question the quality of steel used also.
I cut some mounting pads from an old mud flap About 1/4"-3/8" thick, drilled a hole in the middle. I'm not sure if this is the way the original mounted but I found this on my 76 and it has worked fine for almost 150,000 miles. You should also have two flat steel bars with a hole in each end that will go on top of the fairing base. On the bolts, I reccomend fine thread with nylock nuts. Don't cinch these down with vengence. You can crack the fairing real easy here. I tweek mine down evenly just to enough to snug it.
Hope this helped a bit, good luck!

If you can weld, you might try making one if you have one you can use for a pattern. My experience is they all break. I'm on my 3rd factory Vetter frame and it is also broken now, so I am looking for my fourth.
