83 Aspencade radio will not tune. Everything else seems to work, but the radio wont tune up or down. It's driving me nuts!

I don't have your bike model,but I would first remove the switch assembly and clean the tune up/down contacts.
On my 83 interstate,It would also not tune,but mine was a bad radio.I verified the switches were working all the way to the radio box in the bottom of the right pocket.
I weighed the cost of sending it out for repair and opted to replace it.
It seems that the radio itself is populated with many small electrolytic capacitors that have deteriorated in quality over the past 30 years and need replacing.Usually a tedious all day job.

I did that job once - took inventory of all the electrolytics in the radio, bought replacements, then de-soldered all the existing ones and replaced them. It's made even more difficult by the fact that the caps are also glued to the board (and to other components) in places. I don't remember how many there were, but I bet there were 30 or 40 of them, anyway. When finished the radio worked great, but I don't know that I'd do it again.
