Did you use a continuity tester to see if the fuses are actually good? You sometimes cannot see a blown fuse. But besides that, my 82 GL1100i had aftermarket fog lights. Did yours come stock? There is an in line fuse on mine about 24" past where the connection to the light was made on the battery. Check your fuses with a meter, and look for an in-line fuse. Good luck, and keep us posted please.

On my 1982 GL1100 there are in line fuses in the left had side of the fairing. I removed the left hand cuddy box and found two of them there. I also have heard on this site that these fuses also can be accessed by removing the front left hand indicator.
