rear tire rubbing on caliber mount strut

Has anyone had trouble with the rear tire rubbing on the rear caliber strut mount rod that attaches to the frame? It rubbs worse when using the rear brake. It has scuffed off a small amount of rubber from the side of the tire. My Aspy has a Dunlop 140, 90, 16 rear tire. The rear wheel bearing appear to be tight and the bar is not loose.

Check and make sure that there is a spacer on either side of the caliper mount (inner & outer). The inner spacer fits into the wheel, and the outer spacer fits between the swingarm and the caliper mount. I could see a rubbing issue occurring if one of them was missing. The spacers kind of look like tophats.
