1980 GL1100 Carb Rebuild

I bought a rebuild kit for a friend's 1980 GL 1100. A great kit! Well, I rebuilt the carb and installed it back in the bike. It is running fairly decent and has a good idle (950 RPM). When I give it some gas, though, it lacks power in the low end. In your professional opion, do you think it just needs to be synched a bit better or am I missing something more? Also, when shifting, the engine stays revved up and takes a bit to come back down. I checked the likage(s) and everything it operating smoothly. I am pretty sure I cleaned the main jet and low speed jet (the pressed in ones) thoroughly. I am hoping I don't have to take the thing apart again!!! Yikes!!!

Any help is GREATLY appreciated!!!!

A sync is needed before you do anything else. Typical out of sync symptoms.
