Slow tachometer

The tach on my 1100 is slow to respond from 0 -3000 rpm, but seems fine from there on. The condition doesn`t change whether the engine is hot or cold, ditto for the air temperature. I`ve cleaned the inner and outer cables, checked that the tach drive gear is good, it is, the inner is not broken or twisted and the routing is as straight as possible. Does this mean the tach is dying?, and can it be opened and repaired? Any help is appreciated.

The problem is dried up lube on the tach needle bushings.
If you gently pry up the back lip of the chrome ring,it can be separated and lubed.It's not pretty but gently squeeze the bezel back to close it back up.
