Surging idle issue

Hello all, need some help with a 81 GL1100 Interstate. My dad got it recently and the guy said he'd been riding it to work. I highly doubt it though because it only runs on full choke and it has a nasty surging and wandering idle. The moment you close the choke, it dies. So first I checked the valve clearances because I could hear a little chattering. Then I wanted to try and do a rough sync just to see where its at and the vacuum on cylider 3 is what's surging up and down. I checked for vacuum leaks and there aren't any. I'm hoping its something that won't require me to yank the carbs even though I know it will probably need a good cleaning. I'm thinking maybe something to do with the air cut off valve or something. Any advice would be appreciated.

There are large "O" rings that set between the down tubes and the head.I've seen them split.
Also,where the down tubes attach to the carbs,check the clamps.I forgot to tighten them once.
If it's none of that...well... be prepared to spend some quality time with the carbs.
By the way,if you get onto them,read everything you can first.Get the slides to operate butter smooth then sync them.Mine would idle smooth down to 400 rpm and pull evenly on all 4 cylinders to red line.Scared the pu-pu out of me first time.

Idle jets perhaps, I bet they need cleaning
