1983 GL100I Whining Tach and Non-working Speedo

Since I've had this bike (a year) the speedo has not worked. I bought a new part that goes on the front wheel and haven't replaced it yet. Hopefully that is the fix. Toward the end of last year I started to get a whining sound from the tachometer. It works, but gets a bit jumpy from time to time. I have disconnected it from behind the tach and sprayed lithium grease inside the tach and down inside the cable and it was a quick fix. Still it ended up whining and making noise. Any thoughts. By the way I appreciate all the help on this site getting my bike in good working order.

Do you get a whining sound when the cable is disconnected? i.e. is the sound coming from the cable - or from the tach?

It whines even when disconnected. I'm guessing the cable is shot....
