Not trying to be a smart butt, but are you sure the key was turned to ON and not ACC? I only mention this because I just got my GW this week and was not used to turning the key two notches to get to ON. May be why the bag lights and radio should work but not the lights or starter. Again, just throwing out suggestions.

Then I would double check the battery connections making sure they are well secured. And then take a multimeter and test the voltage.

I have been told there is a main fuse down by the starter or stator to check. If it is that the bike will be dead. I have checked all fuses in the fake gas tank and they are good.

Yeah, unless you hooked something up backwards the main fuse should be ok. I'll take a pic and show you one. but if you have power to the bag lights then you have juice flowing past the main fuse unless it was rigged of the batt and not through a fuse. Let me post a pic so you can check yours out. be back in a min.

Here are some pics. Ignore the rigged battery ties, battery is for an interceptor.

This is exactly what I needed I had this exact problem today and since I am new to GoldWings I had no idea there was another fuse by the battery. Maybe I should have looked more closely at the manual.
