Gas Gauge

I need help Please........ I have an 80 1100 and I thought I was on the right track but to fixing the gas gauge. Reads full all the time, I took it out from the tank and moved it and the gauge moves as I move it. Got another one on ebay put that one in and it does the same thing. I have the yellow wire connected to the left side of the sending unit and the green wire next to it. I also tried another gauge and same thing. What am I missing.

The wires.....Green is ground....
When you removed the unit from the tank,you also removed it's common ground,The metal frame.
I suspect that the 2 wires are reversed....The gauge wire is hooked to the ground side of the sending unit....When off the tank it works but touch it back on the tank and it shorts back to ground sending the needle full scale.

Or something is raising the float to the top.
