Starter fires with key OFF and KILL Switch OFF??

The weather has improved enough so I can work in the carport at apt. on a GL1100 83 Interstate I bought to bob/cafe. PO had partially dismantled it removing radiator, battery, mirrors???? and a few other minor items. So I decide to see if it will turn over just a bit before I install new timing belts. Also I replaced the starter switch assembly which was missing. 1st weird thing was Positive batt cable very short. 15 minutes after rerouting it to get it to reach... With KEY OFF and KILL SWITCH OFF I touched the negative cable to the battery and she tries to start. Double check, key off, kill off, touch again and she tries to fire. What else is missing that could account for this? :oops:

Frozen solenoid. The solenoid can weld itself "on", and will crank the starter as long as a battery is attached. Give the solenoid a sharp rap with the end of a screwdriver and see if it fixes it.

Kill switch only controls power to coils. Are you getting spark, or just crank?
If cranking with out spark, the solenoid is bad, or the start switch.
