Does anybody know if a headlight modulator will work with a headlight relay?

The modulator goes between the relay and the headlight bulb, so yes it will work just fine.

Yes from here too.The "modulator"Is designed to modulate the head light from full brightness to 'almost' off.
It can not be used to modulate the relay that operates the lamp, only the lamp itself.
A modulator is designed to comform to safety laws, thus the reason the cop got nasty when I asked if i could put a wig/wag flasher on my bike like what he has on his cruiser.

Oh well...I didn't even bother to ask about the siren I have.
