Black Wire behind timing cover

I was just wondering what the black wire is behind the timing cover on the right hand side of my 1982 Gl1100? It has a protective sleeve on it, and appears to be going towards the radiator fan switch and the other end disappears underneath the engine. I am wondering this because I would like to install a toggle to create ground from that switch to engage my radiator fan sooner. Last year my fan would kick on just above that little indent on the temperature gauge, then turn off as it sat back down in place (roughly keeping it at 1/4 on gauge). This year it got up to the half way mark and didn't kick in so I grounded the fan and it worked perfectly. I have read many posts on here about adding an aftermarket fan switch, but for now would just like to add the toggle (work full time and taking it for a ride tomorrow, kind of in a rush ;) )and was hoping that "Mystery Wire" was just a ground from the switch, but I can't tell and want to make sure. That's the wire going from the neutral switch, mounted to the block just behind the frame underneath the engine, to the neutral light.

Only to be cut if your neutral switch is stuck and the light won't go out:)
