How do I change the shifter seal on my 83 GL1100 Aspencade?

It's not too hard. Remove the shifter from the shaft, pry out the old seal without damaging the case. Tape the splines on the shaft to prevent them from damaging the new seal (it's pretty soft) and oil the shaft to let it slide on smoothly. Press the new seal into place (using a socket works well), then replace the shifter.
