What is this on my carb.

I was wiping grease and such off my carburetors and bumped into this upside down flag looking thing, which moved. I moved it back kind of where it was. What is it and what does it do?

It's a cap attached to the idle mixture jet.

Required by the GOV to prevent richening of mixture bypassing emissions laws.

However, yours is turned to the leanest setting, assuming no one has removed bowls and richened a little bit the screw would normally be against the stop on the other swing of travel.

Check the rest of the screws if they are all on the leaner side of stop (screwed in) someone did that on purpose (good thing). If that is the only one on the leanest setting unscrew it till it stops the other way. Do it while engine running and if indeed lean idles will pick up a little bit or will run smoother.
