I am planning on buying a parts bike in good running condition. would like to know if motor and carburetors speedometer etc.. are compatible. I just bought a 1980 standard and want to use parts from a 1982 interstate the reason I want to do this is because in quebec I can only plate the 1980 as a classic, so I save a little money on plating it.

The 82 will be a good source of parts for your 80, most everything is a direct interchange fit from 80to 83 .83 Aspencade is the only real exception . 8-)

As said above most..things that don't trade are wheels, brakes, rotors, now 80-81 I think everything fits.

if the wheels don't trade, does the '82 speedo work on an '81 wing?

80 81 and 82 speedo will work. The 83 is has a different speedo. 83 would work -no air pressure on 83 as on 80-82. The 83 speed marking are different.
