On a GL1100, do you replace the headbolts when you change a head gasket or head?

You can change them if you wish but so long as the threads and heads are good then reuse them by all means. Personally I re-use without a second thought but each to their own.
The only silly question is the one you don`t ask. Everything else is game.

Factory manual mentions nothing about headbolt replacement.
Reuse is fine unless damaged.

look em over real well, a touch of lock tight (my personal choice) and torque as required and you should be fine.
