choke stuck

83 interstate. All of a sudden the choke will not operate. I checked the cable and it is still connected and moves everything when I activate it. However the choke does not work. I can still start the bike, just have to accelerate it a little until it warms up. Any ideas?? Would a cleaner in the gas tank possibly clean the plates? I am thinking the plates are stuck. Opened up the area under the filter, but can't see the plates.

you can see in there with a mirror and a flashlight but if the choke arm moves the plates probably are too..move it without using the choke at the handlebars.
HAD LOTS OF GOLDWING 75-83
NOW INTO 1500'S..RIDING A 1998 SE

I looked in there before, but only seen a screen on each side. Is that where I am supposed to look? How can I move the plates without using the choke at the handlebars? I am a little confused. The bike starts ok I just have to use the accelerator to keep it running until it warms up.

Yes look into the screens. at the back of the carbs just above the fuel line into the #3 is the choke arm also the idle adjustment screw. You can push that arm to activate the choke.
