Clutch issue

Hello everyone and Happy Memorial Day weekend!
With my clutch cable (new) adjusted all the way out on both ends of the cable my clutch either slips or will not engage unless I slam it-which I only did once before parking it.
As a result and an example, I came into the driveway and when I pulled the lever the bike remained in gear and I could only stop by hitting the kill switch and braking.
Researching this is tough. The cable is new because I thought it might have been the cable that was causing the issue.
I hoping for some insight and suggestions.

Sure it's the right cable..and not too short..did you readjust the clutch pivot pin??? Did youi route the cable the same way the old came out?
HAD LOTS OF GOLDWING 75-83
NOW INTO 1500'S..RIDING A 1998 SE

Yes, I am sure it is correct. If anything it would be too long. The handle bar lever nut is all the way out as is the nut on the clutch. It was not sudden it took a year or so to get to this place. I wish it was the cable. Unless I am doing something wrong-I was very careful to put it back as the manual showed.
