Loose rear fender

Ever since I took off my fender for cleaning and such, It has become loose after I reassembled it.
The back half moves up about 2".
Even when I put the rack on it, they still move up.
What the heck did I do wrong to make this move now?????

At what point is it moving? Usually you can wiggle it back and forth and trace it back to a fastener that is loose.

I bet you are missing the 2 M8 screws that fasten the chrome grab rail to the fender struts. There is one on each side of bike and w/o these the fender just pivots in the front.
