Motor locks up 1980 GL110I

I'm having the hardest time figuring this out.
My bike wouldnt start with the starter. It just clicked.
I then had a puck-up pull me only to leave a long skid mark as the rear tire failed to turn in second gear.
I started tearing the motor down.As I attempted to remove the gear for the timing belt, the motor turned and the bike was still in gear so the rear wheel turned also.
Two days ago, I replaced the starter. Until today it started easily and turned over like a brand new bike, maybe better.
Trying to start it first thing today caused the same thing. It turned over but did not start. I released the button and pressing it the second time, it began to turn over then suddenly quit. I put the bike in second gear and rocked it back and forth. After a couple attempts I felt the motor turn with the wheel. I pushed the button again and it fired right up.
The bike sat unused more the better part of the day. When trying to start it, the motor turns maybe one revolution and quits.Rocking it before produces the same results each time.
The motor begins to rotate then nothing. I've tried many times the rock it but nothing.

IS THERE ANYONE WHO MIGHT HAVE A CLUE AS TO WHAT IS GOING ON? AND CAN YOU TELL ME WHAT TO DO ABOUT IT.

Remove all 4 spark plugs outside,Kill the spark and bump the starter...It may be hydrolocked...

If it still won't turn over,check the volts on the starter while you crank it...It should stay above 11 volts.

If it's hydrolocked,run Seafoam in the fuel and turn off the gas at the end of the days riding...

Thank you all for your advice.
That is the first thing I did this morning.
I pulled the plugs and bumped the motor. Fuel shoot out of the two left hand cylinders. I cleared them, replaced the plugs and it fired right up.
I guess I'll be turning off the fuel from now on.

Its 110 degrees outside but I'm back on the road

PS you need to rebuild/clean your carbs..the float needles or carb o rings or plenum gasket is leaking and that's why you have gas in your cylinders. It shouldn't let gas flow with the petcock on..still good to always turn it to off..but you shouldn't HAVE to!!!
