Gl1100 over charging?

Gl1100 over charging?

I have changed the rectifier/regulator on my 1981 Goldwing but at 3000 revs it's still showing a charge rate at the battery of 15volts. I have now gone through 2 batteries in 18 months is 15 volts right or have I had 2 faulty batteries?
It sits nicely at tick over on 12.3 volts. I'm in the UK but it's a USA machine. What else could it be.

Any help welcome.
