HondaLine Sync Gauges

Good day.
So i scored a set of Hondaline Carberatour Sync Gauges with the adapters. I replaced the 30 year old rubber hoses and the o-rings on the adapters.
I did a valve adjustment today and that went just fine and then figured i would sync the carbs.
Adapter fit just fine then i fired up the bike and let it warm up. I started opening the valves on the gauges and they were fluctuating back and forth like mad.
Am i missing a part to these gauges or could anybody give me some insight as to what may be occurring? I mean the needles are bouncing so that it would be impossible to sync the carbs. Thank you

Those valves are there to adjust the air flow which should reduce the fluctuation. Less air flow = less needle movement. You won't get all the movement out however.
