Rear tire resistance

With the bike up on it's center stand and in nuetral how much resistance should there be turning the tire? Should it freewheel? Mine takes about a quarter pound of effort (maybe less) this is just an estimate.

If it's on the center stand, and in neutral, you should be able to give it a good spin, and it should continue for at least half a revolution before stopping. If it's binding up, take the brake caliper off and try again. If that fixes it, your brakes are dragging. If not, then you need to start looking at the final drive and/or wheel bearings.

1/2 a rotation with the brake off?

It's not just the wheel you're trying to rotate - You're rotating the rear-end gears and the drive shaft also.
No it will not free-wheel. It will not rotate without you turning it.
