Can't get drain bolt out of bottom of fork, any ideas?

The drain bolt in one of my forks keeps spinning the piston and stuff inside instead of coming loose. I left the springs in to loosen and no luck. Any ideas? I can't get the seal out to replace it without seperating the fork.

Have you already tried an impact driver or an impact wrench? If it won't come out, you CAN drill the head off the bolt and replace it after you get the forks apart... VERY CAREFULLY of course...
I am wrong as often as I am right concerning what is wrong with someone else' motorcycle without having seen the machine in person. Guessing with limited information, as to the source of the trouble, is sketchy at best.
