Air Filter Cover

The picture below is of the air cover on my 82 1100. The PO for some reason has cut two holes in it and I cannot figure out why. FYI, the bike has a K&N air filter, which is nice, but I'm stumped on why the holes were cut. You may be able to see that they covered the holes with ducxt tape, and that may be a good thing. Don't know. There may be a good reason for this. Any ideas?

Well those holes are similar to the intake holes on the other end of the cover, and both sets of holes are on the outside of the filter. My guess is that the previous owner cut them open in a misguided attempt to "flow more air".
