Horn doesn't work

First time touring bike owner as of Sat. Honda GL1100I 1982. Horn is not working. Any steps to follow to fix welcome.

1. Check fuse.
2. Confirm horn is grounded.
3. Use 12V test light to confirm power reaches horn when button is pressed. If confirmed, try adjusting screw on horn.
4. If no power, confirm horn relay gets power when button is pushed.
If confirmed, check that relay is functioning. If relay functions, test continuity of wire between relay and horn.
5. If gets no power from switch, clean/inspect switch and check switch functionality
6. If relay gets power from switch but fails to operate, swap it out with another relay and retest, if horn symptoms improve, replace relay.
Keep the rubber side down.

There is no horn relay in an 1100. The power goes to the horn button, directly to the horns, and from there to ground.

Most of the steps you give are correct, however.

I had the horns quit on my 1100 this spring. The wire itself failed somewhere between the connector under the front triple tree weight and the horns themselves. I ended up just cutting the wire free from the connector under the weight and running a new wire from there directly to my horn relay (I had to install a horn relay on my bike in order to handle the high current demands of my aftermarket horns).
