Acting like it wants to fire....Sounds like you got spark...I'd first open each drain plug and see if there's gas in the carb and what it looks like.
This engine needs spark, compression and fuel to fire a cylinder...You might remove and inspect the spark plugs..they tell a lot about what's going on...Wet...Dry...sooty..etc.a good plug should be a bit tan colored....
It's possible the floats are stuck and simply flooding the engine...

If you had to crank it a fair bit (and with fuel coming out the overflows) I'd suspect it's flooded. Take out the plugs, dry & clean them, then try it again.

Pull plug. Connect plug to wire lay on block turn pet **** off crank engine to see if you got spark. Do it on every plug.
Check to make sure your getting fuel. By either pulling fuel line off at carb. On/off switch off and direct the end of fuel line in to a can and crack motor to see if it's pumping fuel. If no fuel, then you can back track fuel problem off pump back to tank.

I'm not sure what you mean by wanting to start. The places to begin are listed above.

Do you have spark on all plugs. Is fuel getting to carb. If both are fine check drain screw on each carb like all ready mention.
