please explain the function , of the cutt-off valve.

The air cut-off valve cuts off the air flow to the pilot jet circuit when decelerating or in other a high vacuum conditions.

When you are riding along normally, then close the throttle suddenly, the intake manifold vacuum goes high. At the same time, because the carburetor throttle valve is closed, the air flow (volume) in the carburetor and intake manifold drops to almost nothing. This causes the remaining mixture in the manifold to go very lean, because very little fuel is being sucked into the venturi. What the air-cut-off valve does is momentarily shut off the air supply to the pilot jet's air side, causing the mixture to go rich. That rich mixture is there to reduce the popping and backfiring out of the exhaust system when decelerating, or under high vacuum conditions.
