Rear brake pedal sticking down on 83 gl1100

I am having problems with the rear brake pedal not coming back up. I have put a heavy spring on it to get it to return. Any suggestions, I have cleaned and lubed it, but still doesn't return without the spring.
Do you think the spring on the shaft is broken and how to replace it.

The spring could be broken or the shaft is rusted. easier to work on with the back tire off , clevis pin and spring off..then pull it off..

It's usually corrosion on the pivot that causes this problem. Pull the pedal off, sand off the corrosion, grease it up well with a quality marine grade grease, reassemble, pack more grease in, and call it good for the next 20 years.
