83 gl1100 idel problem

hi; thank you for any input
1984 gl 1100 35000 miles
symtames are at normal temp it will stay at 3000 rpm inbetween shifing. it does settle down to nomal idel in 2 seconds. so i have to sheft then geve it 2 seconds to put it in gear. i just got done rebuilding the carbs with a compleat kit form randkk's . the throdle cabels are working fine.
it was doing this before i worked on the carb.so i gess the carbs are not the problem.

When the throttle is closed,all 4 throttle plates should also close...this action closes off the air supply to the engine...Starved foe air,the engine will drop ram's quick...
With this thought in mind,you must have at least one throttle plate sticking part way open....Cause.?????
Any throttle shaft,linkage,throttle pull or return cable or a misadjusted throttle return spring...When you let the throttle loose from wide open,it should return to the closed position by itself...All the way closed...
