Choke cable

Hey guys. I am new to the site. Lots of great info. I have an 82 wing with many issues. One is a stuck choke. The plunger will not pull out at all. Engine needs a little choke when first turning over. How do I loosen it up?

Just to be sure you know this since you are new to it: The choke on these bikes has a round tensioner under the knob. If it's screwed all the way tight it won't let you open and close the choke. Easy free check, just grasp the round cable tensioner and loosen it like a bolt counter clockwise if the knob works then there ya go. Also the mechanism the choke operates on and connects to is on the backside of #3 cylinder's carburetor, if you want to check it out manually.
