Pilot jet limiter cap spins, but the threads stay in place

My gl1100 is brand new to me, it's an '83 interstate, got the carbs off fine and began dismantling. Started off with carb 1, no issues at all, then carb 3. I have everything else removed, with exception of the pilot jet screw, which the limiter cap spins with very little resistance while the screw threads remain in place. The cap does not come off the threads, not familiar with this type of setup but this didn't happen with carb 1. I can say that it appears some or all of the pilot jets have been tampered with, as 3 out of the 4 are missing the limiter tab. The only one that won't back out is the jet for carb 3. Any ideas or insights?

take the cap off..and leave it off..it's just glued on..and not well in your case a little heat may help remove it..just pull straight up NO angle or you may break the at the neck a narrow point..but if you do replace are easy to get.

Cap came right off, no issues, just used pliers to yank it off. Thank you once again! Carbs are starting to look clean again.
