How to straighten handlebars on a 1981 gl1100

So I've been riding this bike for a few years and did major overhauls, etc.
No I'm down to the fine points. My handlebars are off a few degree from the centerline of the front tire. It doesn't affect steering or anything but it's just an annoyance I'd like to get rid of.
I tried loosening the small horizontal bolt on the handlebars right above the steering column but that didn't free up things for the adjustment.
There is a cap under the center of the handlebars but it's tough to get at. It there and adjusting bolt under that?

There is a canceling unit for turn signals but it not there??? That big nut is to tighten up the steering..draws the column and bearings together not a canceling unit. Are you sure the axle is centered on the wheel and forks?? are the tubes aligned?? there are two pinch bolt on triple tree which hold the forks you can loosen them and if the axle is centered and forks tightened up on the axle correctly the forks will align in the pinch bolts correctly. Note your triple could be bent and that could cause a misalignment..off just a hair???

More likely that the forks are out of alignment. If you loosen the forks in the triple tree as well as the axle, and go through the tightening process as if you were reinstalling the forks, there's a fair chance that will fix the problem - unless something is physically bent.
