Low power and lagging tachometer. Connection?

81 GL1100. Did some tuning items and have the bike running decent. It seems to have (and did since I got it earlier this month) a bit of a power issue. The power just seems like it's not there. I have always had 750's before and expected an 1100 to feel like a rocket but when I'm doing 60mph it feels like it had to try really hard to get up there and doesn't have much more to give.

Also, I have noticed that the tach seems to have a lag in it. If I rev the motor the needle slowly climbs up and if I let all the way off the throttle the needle drops down very slowly. The read out doesn't keep pace with the actual sound of the revs.

Is this two seperate issues or something connected?
