low speed deceleration wobble

I have an '83 full dress with new tires, (spitfires), and I just replaced the fork seals and bushings.
The bike has developed a wobble on deceleration from 15 mph to a stop, otherwise
it rides fine with no wobble issues on acceleration or riding above 15 mph. Braking at any speed above 15 mph is fine. It seems to have gotten worse quickly. It was happening before the new tires and fork seals were replaced and after replacing them they did nothing to mitigate the problem. The bike has 77000 miles. Before I replace the steering head bearings are there any suggestions?
It is particularly unnerving when riding with a passenger!

If you lift the front wheel off the ground, does it turn from side to side easily with no binding, and no "flat spot" at center?

Yes, I have done that and it is smooth from side to side.

Mine did the same thing, it was the rear wheel, it was out of balance, I learned to balance them myself and never had another problem. It might still be something else, like wheel bearings...later littlebeaver

Well after I put the new tires on there was still a minor deceleration wobble for about 1500 miles
but the bike was still fun to ride. Now it is worse, and not fun to ride, so the underlying reason is still out there.

Mine did the same thing at higher speeds and the cause I am told, not yet ridden the bike, is the steering bearings. Maybe this is the problem youre having.

update:

The steering bearings were replaced and I don't experience the decelleration wobble anymore.
