Electrical glitches

Hello everyone, I'm new here. I just picked up a 1980 Interstate with some problems which sat for 3 years. It has 79K miles. The #3 cylinder is reported to have low compression and there is some oil in the water which I think is from the head gasket on the left side. I'm going to pull the heads to check those out. After putting in a good battery, removing the spark plugs, spraying some oil into the cylinders and cranking for a while; I the plugs put back in and the engine started right up. What I found was the neutral light always stays on. It dims for a moment when the gears are switched. The brake lights don't go on but both tail lights work fine. It's the same with front and back brakes. Maybe both break light filaments are bad but I kind of doubt it. The blinkers and horn work which I think are on the same circuit. The tack doesn't work. It it electric or cable?

Any thoughts?

tach is cable look near the fuel pump for it's engine end. I'd check the wiring closest to the brake lights..
HAD LOTS OF GOLDWING 75-83
NOW INTO 1500'S..RIDING A 1998 SE
